A leader is an absolute person, always and must exist in organization or institution. In his leadership, a certainly has its own character to move personnel members. To realize proper quality organizational performance, it necessary have adequate leadership. The leadership be able motivate encourage staff by inspiring their creativity work. One of the types transactional will achieve goals if there synergy between leaders subordinates who shared commitment build develop organization. However, these ideal conditions are not easy realized organizations. Some show good work performance so that becomes burden for organizations including public overcome this situation, takes anticipatory steps spur they become better. At least can still applied giving rewards punishments bureaucratic apparatus officials understand duties responsibilities optimal
